Every civic failure has a price. Every fix creates value.

Civitro is a global citizen-government collaboration platform. From potholes in Mumbai to crumbling bridges in Detroit, broken water mains in Lagos to transit delays in London — the cost of civic neglect is universal and measurable. We connect verified citizens to every level of their government. Report. Track. Measure. Improve.

The Problem

Civic neglect is the most expensive failure of governance

A pothole in Mumbai. A burst pipe in Nairobi. A crumbling sidewalk in Detroit. A flooded drain in Jakarta. The geography changes, but the economics are identical — recurring losses imposed on populations who have no mechanism to make the cost visible. We built the original economic research to prove it. Eight measurable dimensions. Grounded in government data, transport appraisal frameworks, and welfare economics.

8 Dimensions of Civic Loss

Civitro's proprietary welfare model measures every unfixed issue across eight economic dimensions. The methodology applies globally — the cost structure of civic neglect is universal.

Working-Time Productivity
Hours lost × national output per employed hour
Non-Working Adult Time
Caregivers, shoppers, elderly — welfare-valued at 30% of household income
Children's Time
School delays, educational friction — 15% of household income shadow value
Fuel Waste
Braking, crawling, detours — per vehicle class, per fuel type
Vehicle Operating Cost
Tyres, suspension, alignment, bearings, bodywork
Accident Risk
Probability × expected social cost per crash (VSL/VSI weighted)
Mental Stress & Anguish
Hedonic-wage-derived hazard perception cost per exposed person-day
Spillover Effects
Property depression, business impact, cascade infrastructure failures
Global Scope

Different issues. Same human cost. One platform.

Civitro is designed for every stage of national development. The issues change — the economic impact doesn't.

Fragile Infrastructure

What this means

Every day this pothole remains, 3,000 people lose 6 minutes each. That's 300 hours of human time destroyed daily — equivalent to 37 full workdays vanishing into a hole in the road. This pattern repeats in every city, in every country, on every continent.

How It Works

Report a civic issue in 30 seconds. Anywhere.

No forms. No department knowledge. No bureaucracy. The same flow works for a pothole in Delhi, a broken streetlight in São Paulo, or a water leak in Auckland. Open the app, snap a photo, and AI handles the rest.

Snap

Photo of the issue. GPS locks automatically. Works offline — queues and uploads when connectivity returns.

< 5 seconds

AI Classifies

CivitroVision identifies type, estimates severity, detects duplicates. Twelve categories. Under 500 milliseconds.

< 500ms

Auto-Routes

Identifies every responsible official in your jurisdiction — from local ward to national level — and routes automatically.

Instant

Tracked to Fix

Every step timestamped in the Public Work Ledger. You verify with before/after evidence when it's done.

Full lifecycle
Three Pillars

Transparency. Accountability. Measurement.

Three architecturally independent systems that, together, restructure the relationship between citizens and government. Applicable in any democracy, at any scale.

Public Work Ledger

Transparency of Action

Every civic issue moves through six immutable lifecycle stages — Reported, Acknowledged, Assigned, Work Started, Completed, Citizen Verified. Each step is timestamped, attributed to a responsible party, and evidence-backed with photos, GPS check-ins, and work orders. Think of it as version control for governance. Nothing is silently deleted. History is permanent institutional memory.

Promise Tracker

Accountability of Words

AI monitors speeches, interviews, manifestos, and social media to extract trackable promises. Each becomes a permanent object with timeline, measurable criteria, and progress status — On Track, Delayed, Fulfilled, or Broken. Politicians everywhere rely on short public memory. The Promise Tracker creates permanent, searchable institutional memory that works in any language, any political system.

Constituency Health Index

Measurement of Outcomes

An AI-computed score across eight dimensions: infrastructure, sanitation, healthcare, education, public safety, water supply, transport, and air quality. Recomputed daily. Ranked nationally. When citizens anywhere can see that their district ranks 421 out of 543, elections shift from narratives to metrics. This changes how democracy works at a structural level — in Mumbai, in Detroit, in Lagos.

The Power Layer

From signal to collective force.

Individual reports capture what happened. Community Actions drive what should change. The system detects patterns across incidents and empowers citizens to launch evidence-backed collective action — not empty petitions.

Reports Filed

Citizens report individual issues with photo + GPS evidence

Pattern Detected

AI clusters similar reports by category, geography, and time

Action Launched

Community Action created with linked evidence and desired outcome

Community Supports

Verified ward residents endorse with civic reputation at stake

Change Delivered

Stakeholder responds publicly. Resolution verified by community.

Traditional petition platforms

Signature Collection

  • Anyone can write anything — no evidence required
  • Anonymous global signatures from strangers
  • No connection to verified local data
  • No accountability after "delivery"
  • Visibility driven by payment (promoted petitions)
  • 99% of petitions achieve nothing
  • Self-declared "victory" — no verification
Civitro Community Action

Evidence-Backed Civic Force

  • Every action requires linked incident reports — GPS, photos, AI classification
  • Only verified ward residents can endorse
  • Pattern detection auto-generates evidence packages
  • Auto-escalation: 7 days no response → next authority
  • Visibility driven by evidence weight, not payment
  • Economic impact calculated: "₹23L damage from 47 incidents"
  • Resolution verified by community with before/after evidence

When water supply complaints spike and mood drops to "Frustrated," leaders see it instantly. Citizens see it too — and it becomes fuel for Community Actions. Sentiment is no longer invisible. It's measurable, visual, and impossible to ignore.

  • Live sentiment arc from Angry to Happy — computed from citizen voices, reports, and comments

Individual complaints are easy to ignore. A pattern — clustered by geography, category, and time, backed by photos, GPS, and economic data — is impossible to dismiss.

AI sees what individuals can't.

Our pattern detection engine runs four clustering algorithms simultaneously — by category, geography, time, and semantic similarity. When threshold confidence is reached, the system auto-generates an evidence package and prompts citizens to launch a Community Action.

The evidence package includes a geographic heat map, timeline chart, representative photos, economic impact calculation, and a comparative benchmark against neighboring wards. This isn't a complaint — it's a prosecution brief that gets auto-delivered to the responsible stakeholder.

  • Category clustering: 5+ same-type reports in 7 days triggers alert
  • Geographic clustering: 3+ reports within 500m radius
  • Spike detection: 3x normal report rate flags systemic failure
  • Cross-ward patterns: same issue trending in adjacent wards
  • Auto-escalation ladder: 7 days → ward officer, 14 days → MLA, 30 days → public dashboard
$CIV Token

Civic action, economically valued.

When you report a pothole and it gets fixed, that is not a feel-good moment — it is a measurable economic recovery. The productivity saved, the accidents prevented, the fuel un-wasted — all of it is quantifiable. This is true in Mumbai, in Nairobi, in Detroit, in Jakarta.

$CIV represents that value. Not backed by speculation. Backed by verifiable civic improvement — timestamps, photos, GPS, government acknowledgment, before/after evidence. The economic research behind it is original, rigorous, and rooted in each country's own data.

Allocation

Population-proportional. Every country's share determined by where people actually live. No first-mover advantage. Immutable formula — only UN population data can change it.

Anti-Gaming

Four-tier graduated verification. Nine attack scenarios stress-tested. No single person earns the full lifecycle reward. Structurally gaming-resistant by design.

Wallet-less

Citizens see a balance, not a wallet. No gas fees, no seed phrases, no blockchain complexity. The tech is invisible. Think UPI for civic value.

Dual Currency

Platform works entirely free. $CIV is a reward and utility layer on top — never mandatory. Fiat and $CIV coexist. Parallel, not competitive.

Trust Framework

Gaming is structurally uneconomical.

Any platform that rewards civic action creates incentives to game it. We designed the anti-gaming framework before the reward system — not after. Nine attack scenarios tested. Four verification tiers. Fraud is not just detectable; it is economically irrational.

4-Tier Verification

Every $CIV reward passes through graduated gates

1
Report Submission
Camera attestation, EXIF GPS match, perceptual image hash for duplicates, GPS spoof detection via altitude and speed metadata. Reward held as PENDING — converts only after corroboration or government acknowledgment.
2
Community Corroboration
Nearby citizens within 200m prompted. Own photograph required. AI confirms same issue at same location. 60-second sustained GPS presence. Corroborator reward deferred until full resolution.
3
Resolution Verification
Mandatory multi-party: department evidence + reporter visit (GPS within 100m) + 2–3 independent citizen verifiers. AI before/after structural comparison. Stranger requirement: verifiers can't have verified same reporter more than twice in 30 days.
4
Anti-Collusion Intelligence
Continuous background: social graph analysis, device behaviour clustering (typing cadence, swipe patterns), temporal synchronisation detection, geographic anomaly flagging. Confirmed fraud → reputation loss, $CIV burn, suspension.

9 Attack Scenarios — Tested

Every vector identified, modelled, and patched before launch

Solo FarmerPENDING rewards convert only after external validation. Solo farming yields zero actual $CIV.
Collusion RingStranger requirement + randomised verification windows + graph analysis detects persistent clusters.
GPS SpoofingMulti-signal verification: Wi-Fi + cell tower + accelerometer + 60s sustained presence. Rooted devices flagged.
Photo RecyclingCamera attestation with cryptographic signature. GAN/diffusion detection. Shadow angle vs timestamp/GPS consistency.
Gov't CollusionAI before/after structural comparison detects unchanged conditions. Random 5% audit sampling. 30-day re-verification.
Sybil FarmFull e-KYC with biometric face match required. Device behaviour clustering detects same human on multiple devices.
Verification FatigueActive challenges (match photos, identify condition). Accuracy scoring. Lazy verifications cost reputation.
Issue InflationSeverity-gated: only Medium+ earns $CIV. Low-severity needs 10+ upvotes. Diminishing returns for clusters.
Re-Damage90-day GPS coordinate memory. New reports within 30m of recently resolved issues → zero $CIV. Issue still processed.

What advisors and early reviewers are saying

Feedback from domain experts who reviewed Civitro's architecture, economic model, and platform design during development.

"Finally, a platform that treats civic complaints as economic data instead of noise. The welfare loss calculator alone changed how I think about infrastructure."

Built by someone who leads by example

AR
Founder
Avi Raina
Founder & Principal Architect

Civitro was not born in a boardroom. It began as a project called Unity — offered to roughly ten accomplished individuals whom Avi was mentoring at the time. The vision was the same then as it is now: build the civic intelligence layer for democratic governance. The name was aspirational. The outcome was not. The group struggled, showed little of the unity the project demanded, and the work was shelved.

Avi took it back. He rebuilt the architecture from the ground up — alone. The 21 microservices, 69 domain events, 6 AI pipelines, the $CIV token economy, the original welfare loss research — all of it is his design. What was once a stalled collaboration is now an enterprise-grade platform with a scope that spans every democracy on earth.

This is not unusual for him. Avi is also the architect behind Bloomiya, an AI venture. He builds systems that restructure how value moves through society. Governance. Civic contribution. The pattern is the same: find the structural inefficiency, build the infrastructure to correct it, and let the data speak.

Before any of this, Avi is a Kashmiri Pandit, an entrepreneur, and a monk yogi. He writes extensively on consciousness, accountability, and the architecture of self-transformation at PlatinumJab. His worldview is simple: knowledge means nothing without application. Systems mean nothing without integrity. And a life means nothing without the willingness to become a living example of what you believe.

"Life clings to existence like water seeping through stone — patient, persistent, finding pathways where none should exist."

Turning architecture into reality. Vaibhav leads the engineering execution, ensuring every line of code meets the rigour the platform demands — from the Public Work Ledger to the $CIV token engine.

Questions

Frequently asked

Yes. Civitro uses end-to-end encryption for all personal data. Your identity is never shared with government officials without your explicit consent. Issue reports can be submitted anonymously. We comply with GDPR, India's DPDP Act, and applicable data protection laws in every jurisdiction we operate in.

Civitro launches in India in 2026 across all 543 parliamentary constituencies and 250,000+ wards. The architecture is country-agnostic — every democracy follows, with governance chain mapping adapted to each nation's administrative structure.

$CIV is earned through verified civic actions: reporting issues, corroborating reports from nearby citizens, and verifying completed fixes with before/after evidence. Rewards are distributed across 4–6 participants per issue lifecycle, deferred, and verification-gated. No single person earns the full reward.

No. Civitro is designed to be as simple as any consumer app. There are no wallets, no gas fees, no seed phrases. You see a balance, not a blockchain. The technology is invisible — think UPI for civic value.

No. Every issue moves through the Public Work Ledger — six immutable lifecycle stages, each timestamped and evidence-backed. Nothing can be silently deleted. Corruption Pattern Detection (AI Pipeline 06) specifically monitors for resolution anomalies, geographic neglect signals, and timeline manipulation.

Civitro is entirely free for citizens. The $CIV token is a reward and utility layer on top — never mandatory. Revenue comes from government API access, licensed data products, and premium analytics for institutions.

Reputation-weighted contributions mean new accounts have reduced impact. Anti-brigading systems detect spike patterns from unusual geographic sources, coordinated mass-posting via text similarity, and temporal device clustering. During election blackout periods, platform-endorsed rankings are suspended. Equal visibility for all parties. Rating methodology is published publicly.

Automatic SLA escalation. Under 4 hours is normal. Between 4–24 hours triggers a warning. Beyond 24 hours, the issue auto-escalates up the governance chain — from Ward Councillor to Mayor, from MLA to State Minister. SLA violations directly impact the leader's public rating. The system creates structural incentives for fast response.

CHI aggregates eight dimensions — infrastructure, sanitation, healthcare, education, public safety, water supply, transport, and air quality — into a 0–100 score per constituency. It uses citizen reports, resolution rates, response times, satisfaction scores, and external data signals. Recomputed daily. Ranked nationally. All weights and signal sources published publicly.

Active data is retained for 2 years, then archived to cold storage with metadata indexes preserved. KYC documents are retained for 5 years per regulatory requirements. Political ad records are archived for 7 years for transparency. Public Work Ledger data is retained permanently — it is institutional memory. User deletion follows a 30-day grace period then full anonymization, compliant with India's DPDP Act.

Civitro was designed to make gaming structurally uneconomical — not just detectable. Nine specific attack scenarios were stress-tested: solo farming, collusion rings, GPS spoofing, photo recycling, government collusion, Sybil farms, verification fatigue, issue inflation, and infrastructure re-damage. Each has multi-layered defenses including pending rewards, stranger requirements, biometric verification, and AI before/after comparison.

Every elected representative in India is pre-loaded from Election Commission data. Leaders find their existing profile and initiate a claim by submitting government ID and election certificate. Claims are priority-reviewed by the admin team against official records. Once verified, leaders unlock their full dashboard with issue management, staff assignment, constituency analytics, and polling tools.
